Updates to our traffic management plan

As there are a number of projects overlapping in the area in addition to the measures in our Construction Traffic Management Plan (CTMP)  EE have added the following to reduce the impact of deliveries

  • Private Haul road agreement with NGET. EE entered into an access easement and made a significant payment to use their road. 
  • EE traffic volumes to follow the indicated number detailed in the CTMP. We try to reduce the peak and spread out deliveries over days, weeks, months.
  • EE traffic to avoid peak commuter times for deliveries and avoid any school routes. 
  • EE hauliers have allotted times for arrival.
  • EE hauliers arriving too early are held on the A52 (in one of two laybys) or at the entrance to the private haul road (where we have a further two laybys).
  • EE hauliers are provided with a strict route map and procedure to be followed, navigation by coordinates not postcode. 
  • EE hauliers have contact numbers provided of a dedicated traffic management coordinator for any arising or uncertainty.
  • EE subcontractors and hauliers are contractually required to comply with the procedures, measures and site rules.
  • ‘No access for EE construction traffic’ signage erected at key points to avoid non authorised traffic.
  • EE erected 20mph Speed limits and courtesy signage on route (these speed limits apply only to construction traffic and are not enforceable by the Police).
  • EE inductions for staff explains the CTMP, procedures, measures and site rules.
  • EE have contracted a traffic management coordinator company for the duration of the project. The coordinators were in place on the first day of construction (the Servo Group). The first coordinator is stationed at the end of the Haul road and stops our traffic, checks the site arrival time is correct (holding if too early), advises on speed limits and radios through to a second coordinator on our site. After checking the route is clear they are authorised to proceed. The idea of this system is to avoid any EE HGVs passing each other on the single lane roads to site.
  • Vehicle logs and arrival / departure times are all recorded.
  • A 24/7 enquiry and complaint telephone number is provided as part of our contract with the Servo Group for any residents, neighbouring businesses, farmers etc 0113 3230470
  • Our project manager, site manager, construction manager, logistics team at head office are all aware of the requirements of the CTMP and the importance of getting this right.
  • We have kept in contact with LCC Highways Dept and the planning case officer updating on the progress and measures above.
